How do I add a user to Windows?

there are 8 steps be followed:
1.Click the <Start> button
2.Click the <Control Panel> menu item
3.Double-click the <User Accounts> icon
4.Click the "Create a new account" menu item
5.Type a name for the new account in the data entry box
6.Click the <Next> button
7.Choose to create either a Computer administrator account or a Limited account
8.Click the <Create Account> button
